Tanzania Chamber of Commerce Industry and Agriculture is a member based organization that was established on 1988 at national level and 1994 at regional level with the support of Tanzania government to strengthen the private sector.
The establishment of TCCIA was an important step in moving from a centralized, planned economy towards a more open, mixed economy giving full scope to privately owned enterprises and firms.
The main aims of the establishment of TCCIA are to promote business, provide access to member services at discounted rates, to provide opportunities that are best for businesses and to provide access to networks between businesses and opportunities for dialogues between the public and the private sector.
The chamber of commerce of Arusha in its quest to improve the business environment embarked on an initiative to come up with a district business strategy by identify potential business sector(s) within the municipality.
The formulation and implementation of this business strategy will involve five steps which are:
1. Consultation : Local government and documents analysis and consultation to the business community ( TCCIA members and non-members)
2. First round table meeting : data collected in the first stage is presented, analyzed and discussed and decision on further sector/sub sector, value chain or clusters to study
3. Expert study of prioritized sectors/sub sector, value chain or clusters (including draft action planning)
4. Second round table meeting: research and planning discussion, finalization of the plan and agreement on the plan
5. Implementation and monitoring of agreed action plans.
At this stage the services of a consultant are required in order conduct an expert study on the opportunities and challenges facing the fishery sector than there after present the findings on a second roundtable meeting.
2.1 General Objective
To conduct an intensive expert study to look into the Fishery sector in Arusha Municipality in terms of its performance in economic contribution to the municipality, employment creation and look at the challenges that deter good performance of the Fishery sector in the municipality and develop recommendations and possible interventions
2.2 Specific objectives
1. To conduct an intensive research of the fisher sector identify actors in the fishery sector in Arusha Municipality in order to identify:
i. Fish farming actors within the Arusha Municipality
ii. To understand country policies and regulations on the fishery sector
iii. To identify available strategy and budget allocated by the government to the sector
iv. To identify challenges and opportunities within the fishery sector
v. To provide recommendation on how TCCIA and the government can work together to tackle the identified challenges
1.0 SCOPE OF WORK AND ACTIVITIES
The consultant appointed will work with TCCIA‘s management. The consultant will also interact with staff of TRIAS that will provide advice and guidance in the process of preparing a final project report.
The consultant will be familiarized with chamber activities through briefings from the regional executive officer and through reading the chambers various documents.
In fulfilling the objectives of this assignment, the consultant shall undertake the following activities/tasks:
i. Conduct a scoping research study to identify opportunities and challenges in the fishery sector
ii. Interview different stakeholders to get their views on the sector
iii. Compile a report
iv. Prepare a power point presentation to summarize the findings, conclusion and recommendation
v. Make a presentation in the second round table on the findings , conclusion and recommendations
4.0 OUTPUT AND DELIVERABLES
The consultant is expected to deliver the following:
i. A draft report of the complete study findings from research and interviews that will be discussed during the stakeholders’ meeting.
ii. A power point presentation of research and draft plan that is suitable for debriefing of the stakeholders of the business strategy development process. (The format will be jointly agreed).
iii. Presentation of research and draft plan to the stakeholders of the business strategy process during the 2nd roundtable (date to be agreed with TCCIA Arusha).
iv. The final report of the findings and recommendations from the research and interviews.
v. Complete documentation of data collected (databases & quantitative data in Excel, for other types of data format will be agreed)
5.0 QUALIFICATIONS OF THE CONSULTANT
The consultant shall have the following qualifications:
i. A minimum of a Bachelor degree in fishery/ business administration or economics. A Master’s degree is an added advantage
ii. Analytical and critical thinking skills to identify key factors and understand how they interrelate
iii. Knowledge of the private sector
iv. Excellent reporting writing and presentation skills
v. Adequate and competent research skills
6.0 TIMING/ TIME FRAME
The study will commence on the 10th of January 2019 and be completed after two (2) months
The consultant will report to Miss. Sia Charles Marunda, Regional Executive Officer of TCCIA.
8. 0 BUDGET AND PAYMENT CONDITIONS
i. The Budget
The consultant will prepare a draft budget for the assignment which will be discussed with TCCIA in collaboration with TRIAS.
ii. Payment conditions
The payment conditions will be in accordance with TCCIA’s and TRIAS guidelines.
